Lend in Chinese is 借 (jiè, lend; borrow).

可以借我铅笔吗？
(Kěyǐ jiè wǒ qiānbǐ ma?) Can (you) lend me a pencil?

For borrowing something from somebody, just use 向 (xiàng, from) before the person and then add 借!

我可以向你借笔记本吗？
(Wǒ kěyǐ xiàng nǐ jiè bǐjìběn ma?) Can I borrow the notebook from you?

他想向我借钱。
(Tā xiǎng xiàng wǒ jiè qián.) He wants to borrow money from me.
